Students for Life of America Refiles Three Citizen Petitions Against Generic Chemical Abortion Pill in Response to FDA’s Reckless Approval

WASHINGTON, D.C. (10-14-2025) — In light of the deep state U.S. Food & Drug Administration’s (FDA) erroneous decision to allow a generic version of the Chemical Abortion Pill on the market, Students for Life of America (SFLA) refiled three of its five citizen petitions, demanding urgent regulatory action and environmental review of Mifepristone. These petitions—Citizen Petition #1 Requesting Change to Mifepristone REMS, adding Red Bag Medical Waste requirementsPetition #3Requesting Environmental Protection from Mifepristone for Endangered Species, and Petition #4 Requesting Compliance with the Clean Water Act — demand action from the Trump administration and his appointees to right these wrongs.

“The FDA’s reckless approval of generic Chemical Abortion Pills is more than a betrayal of public trust, especially against the women and children it’s supposed to protect; it’s also a direct threat to our environment, our water, and our wildlife,” said Hawkins. “We will not stand idly by while medical waste is flushed into America’s waterways unchecked and medical evidence of harm to women is ignored. News that the EPA is taking a look at how to test for abortion water pollution represents a start to real change, but we can’t allow even more deadly drugs to add to the life-and-death issues.”

The three petitions highlight the FDA’s failure to conduct comprehensive environmental impact studies, consult with wildlife agencies, and comply with water quality regulations, despite the growing prevalence of chemical abortions, which now account for over half of all abortions in the United States.  

Key Points from the Citizen Petitions:

  • Environmental Risks & REMS Reform: The first petition calls for the FDA to update the Risk Evaluation and Mitigation Strategy (REMS) for Mifepristone, requiring prescribers to include a medical waste bag and catch-kit with every prescription. This measure aims to prevent the transmission of fetal remains and drug contaminants into the nation’s water supply—a risk the FDA has repeatedly failed to study or mitigate.  
  • Endangered Species Act (ESA) Violations: The second petition demands the FDA revoke its approval of Mifepristone until it conducts the legally required consultation with the U.S. Fish and Wildlife Service and National Marine Fisheries Service. The FDA’s actions have not accounted for the impact of chemical abortion byproducts on endangered species and critical habitats, as mandated by the ESA.   
  • Clean Water Act (CWA) Compliance: The third petition calls for the FDA to halt approval of Mifepristone until it can demonstrate compliance with state water quality standards under the Clean Water Act. The agency has failed to determine whether the proliferation of chemical abortion pills violates these standards, risking permanent contamination of U.S. waters.   

Additionally, a new study out from the Ethics and Public Policy Center (EPPC) titled “The Abortion Pill Harms Women” finds that it’s so much worse than the Food and Drug Administration (FDA) admits when it comes to the safety of these deadly pills. EPPC reports that “Serious adverse events from mifepristone are approximately 22 times more frequent” than the FDA reports, which means that more than 1 in 10 patients will “experience at least one serious adverse event.”

Background:

Highlighting the environmental concerns with Chemical Abortion Pills is a battle that SFLA and our sister organization, Students for Life Action (SFLAction)have been fighting for a long time:   

  • SFLAction submitted a letter to Congress, alongside forty other pro-life leaders, and demanded the EPA conduct regular and comprehensive environmental testing of PFAs just like any other “forever chemical.”    
  •  We also submitted a legal analysis to the EPA with detailed reasons to track Chemical Abortion Pills. 
  • SFLA filed an amicus brief to the U.S. Supreme Court for the S. Food & Drug Administration (FDA) v. Alliance for Hippocratic Medicine.  
  • In multiple states, SFLAction has lobbied to introduce and ensure the passage of laws that would protect the environment from pollutants in Chemical Abortion Pills.
