With a Hostile Environment in Congress, The White House Needs to Pivot to Agency Leadership on LIFE

And Once Again, State Legislatures Will Be the Source of Pro-Life Innovation

Roadmap 1.0 Focused on Specialized State & Federal Legislation; Roadmap 2.0 has an Excursion Through Federal Agencies – Where We Don’t Need 60 Votes in the U.S. Senate.

“Now that the election is over, all eyes will turn to the road to the White House in 2028. To get pro-life votes to show up in the next election, follow the ‘Roadmap to Abolishing Abortion in America,’” said Students for Life’s Kristan Hawkins. “When Blue States tried to be clever with pro-abortion laws and ballot initiatives, we developed the first Roadmap with a path forward that was laid out in a Supreme Court ruling during Roe’s power. State and Federal legislation will still be key, but we will focus on federal agencies, where reckless and dangerous abortion policies allow death-by-mail to continue unchecked, and states legislatures where courageous leaders can take a stand.”

WASHINGTON, D.C. (11-05-2026) – As Congress returns in a legislative standoff between President Trump and now Democratic Party-held House and Senate chambers, Students for Life Action (SFLAction) is launching “The Roadmap to Abolishing Abortion in America,”an expanded version of our legislative vision developed in 2024 to address legislative obstacles predicted by ballot initiatives and Blue State Laws designed to keep deadly abortions at play. “Rumors and expectations that pro-life Americans have reached a dead end legislatively are false,” said SFLAction President Kristan Hawkins. “Life will always find a way, and we have plans for where to go next to defend Life in law and in service, which now drives straight through federal agencies where roadblocks to implementing pro-life laws have been erected and neglected. Each pro-life bill offers life-affirming, life-saving protection and is worth the effort for that alone, but SFLAction is committed to state and federal Life at Conception measures and the end of intentional abortion — the human rights issue of our day. And as we work toward that end, we will fight for any victory that has the potential to save lives as we go.”

To date, the Roadmap has been wildly successful. SFLAction President Kristan Hawkins noted that SFLAction has worked in 36 states to pass 47 laws as well as worked to introduce innovative federal legislation, all to save innocent lives and address with a laser-like focus the ugly reality of a predatory abortion enterprise often operating illegally.

At the federal level, SFLAction has championed 6 unique bills and inspired a “Life at Conception Act,” with legal protections from the very beginning of a human being’s time on earth. Abolishing abortion nationwide must be our goal, and protecting innocent life our mission.

“The losses the GOP has experienced can be traced in large part to ignoring the issues most important to the base, and at the top of that list is abortion – the human rights atrocity of our day,” said Hawkins.

Hawkins observed: “The first legislative Roadmap lays out bills designed to ask the hard questions in pro-life and pro-abortion state law. For example, you don’t have to be pro-life to want clean drinking water, so do you want to drink someone’s abortion, or do you want endangered species to become extinct when exposed to an endocrine blocker in the water? Even at the height of Roe’s power, we were able to limit a specific method and means of abortion with the right of the federal and state governments to protect citizens and their safety, and we have a track record of seeing real and new protections enacted.”

    • Permitting deadly drugs to be sold without health & safety precautions, such as ensuring that abusers are not getting the drugs, that women’s future fertility is protected from deadly infection or untreated Rh-negative status, that pathological medical waste is not poisoning our drinking water or impacting endangered species
    • Failing to demand reports of problems with the pills, as set up by regulation
    • Ignoring numerous reports of deadly risk and dangers in real-world conditions of use and instead, relying on old, abortion-industry touted reports
    • Hiding abortion vendors and records, while issuing platitudes about “safety”

The Pro-Life Generation (PLG) is an umbrella organization encompassing cutting-edge engagement opportunities for a Vote Pro-Life First community. PLG includes Students for Life Action (SFLAction), a 501(c)(4), and its 501(c)(3) sister organization, Students for Life of America (SFLA). Together, they make up the nation’s largest pro-life youth organization, managing grassroots political and policy operations that engage Americans of all ages, with special emphasis on the largest segment of voters: the Youth Vote. Headquartered in Fredericksburg, Virginia, PLG, SFLA, and SFLAction serve more than 1,700 groups on middle school, high school, college, medical school, and law school campuses nationwide. Our team has more conversations with the generation targeted by the abortion lobby than any other pro-life operation in the world. Each week, we reach more than 18 million people across social media platforms and average nearly 15 million video views. In addition to SFLA and SFLAction, PLG leads multiple initiatives that serve the future of the pro-life movement, including the Campaign for Abortion Free Cities, Standing With You, and the Demetree Institute for Pro-Life Advancement. Over more than 20 years, PLG CEO Kristan Hawkins has grown the operation into a nearly $25 million organization that is now preparing for an abortion-free America.
