One Step Closer to Abolishing Abortion in North Dakota!:
The Pro-Life Movement is alive and thriving in North Dakota. During North Dakota’s 2019 legislative session, two pro-life bills have been introduced in the House of Representatives, one of which would ban dismemberment abortions. House Bill 1546 will not only prohibit human dismemberment abortions but will also provide a penalty for this type of abortion and set a date of effect.
The bill defines “human dismemberment abortions” as intentionally dismembering a living unborn child and extracting the unborn child one piece at a time from a uterus.X Under this definition, the use of clamps, grasping forceps, tongs, scissors, or similar instruments that could cut, crush, or grasp any portion of the unborn child would be banned, regardless if the unborn child’s body parts are removed by the same instrument, suction, or other means. HB 1546 would charge individuals performing dismemberment abortions with a class C felony. However, a woman upon whom a dismemberment abortion is performed or planned may not be penalized.

On January 14, 2019, HB 1546 was introduced to the Human Services Committee. Since then the bill has been amended and adopted by the House and on January 31st, passed the House vote with 78 yeas and 13 nays. The landslide passing HB 1546 brings great hope as the Senate prepares to hear and vote upon the bill.
As there is only one abortion facility in the state, this bill would bring North Dakota one step closer to abolishing abortion. While this may sound like there are limited resources for unplanned pregnancies, that could not be further from the truth.
